EVERYTHING must be done "by the book" and that requires that ALL alternative means (executive, legislative and judicial) to "fix things" must be exhausted and PROVED to be corrupt/ineffective/broken in order for military to be able/justified to step in and do what's necessary to defend the Constitution/save the Republic. (Anything less than absolute, unquestionable justification would = an illegimate/illegal coup.)
