Why does Japan have societal stability? Because everybody's Japanese. And those who aren't are either entertainers ("English conversation teachers") or are doing their damnedest to assimilate. The reaction you get does indeed change 180˚ if you can speak fluently, but that's just step one of blending in and not making people uncomfortable.

Aussies can all learn Japanese to fluency, then maybe we can look at this again, and Japan will probably still say no.
