Not bad, not bad.

Most people can't tell you the difference between a good meme and a bad meme, but I've sort of made a study of it. The differences are small and subtle, but when someone points them out, you'll see it.

A few tips if you want to improve:

Use larger font and center the text on the top or bottom, but do not block the focal point of the image with the text. On the top image, the focal point is the guy with the mask holding the phone. Put the text anywhere but on him. On the bottom photo, the sign the woman is holding is the focal point...

If you're using GIMP to make your memes (and you should be), then watch a quick tutorial on Drop Shadows. It makes text infinitely more readable.

Fewer words. "Brevity is the soul of wit" On the top I would simply say "NOT DOMESTIC TERRORISTS" and on the bottom "DOMESTIC TERRORISTS". That's it, keep it brief, quick to read and straight to the point. All you have to ask yourself is "How can I get this point across with the fewest words?"
