I think that the criminals made a financial deal with the devil and the product produced from that deal were these vials. I think mathematically the arms they need to atleast get their money back to pay the investor off before the investor offs them by whatever dead line at this point since the supply is way higher than the demand expected. Criminals don't think things fully through. They just want their cash no matter the cost or ill effects it's takes to get it.
