Mercy, grace, and love are given freely, not conditionally, to all people by God. We have the ability to reject or accept these attributes of God.
Acceptance=Salvation (forgivess of our sins).
Rejection=Condemnation (eternal death).
We can emulate God by showing grace, mercy and love UNCONDITIONALLY to those that persecute or sin against us. Whether or not a person repents only affects their eternal relationship with. God...it really doesn't affect our ability to demonstrate these attributes to those who we would consider enemies. "For by grace are YOU saved, through faith, not of your own, it is a GIFT from God that no man should boast". After all, when someone sins against us, it is really sinning against God...the same thing we are all guilty of. Forgivess is ours to freely give to others and is not dependent on a person's repentence. When we understand that it is extremely freeing because we can only do that because we know Christ and the grace, mercy, love and forgiveness that has set us free.
Also, none of the above negates justice. Edit: It is hard to accept that God loves all mankind equally but "For ALL have sinned and come short of the glory of God. There are none righteous, NO NOT ONE." God loves the sinner but HATES the sin, as we should.(it's hard or sure).
