The vax he rolled out very well could’ve been a placebo or the lower dosage vax (I believe the DS would not risk introducing the higher dosage - faster deaths - to the public initially. They rolled it out in stages so as to achieve plausible deniability). They wanted to wait through 5 years of lockdowns before they rolled out the vax. Trump simply sped that process up to save the economy and get Americans back to work.

So Trump rolls out the initial dosage (placebo/low dosage/no death rate/low death rate) during the end of his campaign, and then the higher dosages (higher death rates/more health problems) come out during Biden’s term. A very wise - but difficult - decision.
