My thoughts on the NG: NG members will record the information accurately because there is no financial incentive for them to pad the numbers of shots they've given. The other companies/agencies doling these out are being paid by the shot so they would have no reason (other than morals) for not stating a higher number than they actually administered. If these early runs are being used as a test, they would need a placebo group to compare the actual vax group to.
