Yes, everything they do is by design. They know that the hard-working middle class are fleeing these states (along with several others) to move to the more affordable and freer red states. This will create an economic boom in the midwest and south driving even more people to immigrate there-to reap the benefits of those who made it great. History dictates that highly populated cities are filled with people who vote overwhelmingly socialist. Once every last stronghold of freedom across this nation has been infiltrated, thus begins the true end of America.

Edited to add: This would take no more than a generation or two (look at the rise and fall of places such as Detroit as an example). Unless of course something drastic is done--perhaps a Great Reset via death jab to the socialist loving masses!
