Romans 9:20-21

But who are you, a human being, to talk back to God? Shall what is formed say to the one who formed it, why did you make me like this? Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?

Romans 9:17

For scripture says to Pharoah; “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the Earth.”

My understanding is that some of the people walking around you are merely NPC’s in Gods story. Not everybody has been given His mercy (or free will for that matter) and not all are called - some are just playing their parts but in the end it will all be to His glory. Romans 9 lays this out pretty clear. It even says that God has hardened the hearts of the Israelites until the full number of gentiles have been called (Romans 10:25). Interestingly enough, Gods word (Romans) prophetically calls out something Q has also said; “Israel last”
