I agree, we are in a war. How many normal people do? How many countries governments will admit it? That's the problem. Just because those of us who have researched the drops know it doesn't mean much until the world admits it at least as it relates to the theory of a government in exile above. It means a heck of alot if we are fighting it back covertly as well but a government in exile needs recognition. Devolution more plausible to me and that has holes too.
