Plus many of the locations they target aren't places "ordinary" civilians trying to protest their government would randomly choose. They took the airport for a while. Wait, you're protesting the government and you seize the airport? That's not the work of angry citizens. That's a targeted and pre-planned strike disguised as a protest.

It was supposed to be a big protest against the government, but then the whole government said "WE QUIT!" and now these "protestors" are having to scramble for a new narrative instead of "We want the whole government to quit!"
