Especially given most managers of technical projects have no fucking clue what is happening: they simply get promoted until they lodge like a bowl obstruction.
During my years in technical roles, I've never met a manager who could name a single technical management methodology, yet discuss one with me. Their roles were exclusively to flounder and then seem surprised when skilled engineers implemented risk management strategies they didn't understand... and then get fired as soon as third party reviews identified them as useless and in need of being replaced by different uselessness.
