It’s more the sponsor than of the venue. I don’t know how all that works. Each city might have one of two large arenas for concerts and games. Live Nation is the biggest contract promotion company. Next is Ticket Master which is owned by Live Nation. Then there’s a smaller company, AXS. Over the past ten years I’ve been to many concerts. I’ve seen Live Nation take over the ticket industry. They don’t have to fight scalpers because they brought scalping into their system. (Long story, look up resale tickets on any show.) Look at those two links below on the two ticket companies vaccine policy. Sounds like AXS leaves it up to the venue or artist. There are some artists that are standing up and not requiring vax or neg Covid test. I know of two: Luke Combs Travis Tritt
Jason Aldean claimed he wasn’t playing venues that required vax status. I saw many fans post on his Instagram last summer say they had tickets & couldn’t go because they didn’t have vax. I think he canceled two shows. I’m a little suspicious of artist that make a big scene! Remember he was at Trump’s New Year’s Eve Party.
Eric Church has been one of my top favorite artists for years. I’ve seen him many times. He was on the cover of Billboard Magazine getting his vaccine.

If all these big artists stood up to Live Nation & their record labels this would stop in a very short time. Also if the fans would stop going to the shows it would stop. I was considering going to a local concert at a small venue in Raleigh NC a few weeks ago. It’s a little more than a bar. It’s got a stage. I didn’t buy tickets when they went out on sale because I knew things were crazy with the rules. I’ve seen this artist in little bars & with big acts in big venues. On the venue website: with the current omicron we are requiring everyone wear mask except when you are sipping on beverage. NOPE!
