Don’t know why you are downvoted. Historically most homeless people arent homeless long because they do what needs to be done to get out of that situation. Most of the chronically homeless are exactly as you describe - either unable or unwilling to do what needs to be done. And I have sympathy for the ones that are unable (mentally ill, vets).
