I don't know if you have a similar structure in the US, but here in the UK, if a student or parent reports an allegation to Social Services (your CPS) against a professional, there is a strict procedure that must be followed by law (a 'Child Protection Investigation' under Section 47 of the Children Act 1989). It causes all manner of disruption for other professional agencies as they have to divert all their attention to it, because their higher ups in their local government structures ultimately want anything politically/PR 'hot' done and dusted as soon as possible. Hopefully the US system is similar.
