Blindly putting faith in your superiors and government still means they're guilty even if they didn't fully know. There aren't any valid excuses for anyone who participated in this. We all possess the faculty to discern and apply judgment. If they failed to do that then that's a grave error on their part.

I feel no sympathy for them. The only people I feel sorry for in this entire ordeal are children and anyone else who were genuinely forced to receive it without any recourse.
