They better set up a core of people to get the animals out of the shelter if the owner is arrested, they need to get something signed by every individual who is there with a pet, saying that (pick someone who will help) is the co-owner of my pet (specify breed dog or cat etc)_______ and I authorize them to pick up our animal from the animal shelter if being held. And sign and date it. And it should be someone who will guard the safety of that pet with their life. Animals escape too often and are lost. They need a pet-fostering group of animal people who know the deal.
