From what I can gather, it was originally an animated .gif from, at least, 2014. Maybe the animating at the time warped the clarity of the back bills.

Someone commented 7 years ago that it looks like Worf from Star Trek.

Edit: the top right corner of the back bills says "For Motion Picture Use Only." So, it's fake money for movies.
