On the recognition of the Luhansk People's Republic

1. Taking into account the will of the people of the Lugansk People's Republic, Ukraine's refusal to peacefully resolve the conflict in accordance with the Minsk agreements, recognize the Luhansk People's Republic as a sovereign and independent states.

2. To the Ministry of Foreign Affairs of the Russian Federation to hold negotiations with the Luhansk Party on the establishment diplomatic relations and the agreement reached issue the relevant documents.

3. Instruct the Ministry of Foreign Affairs of the Russian Federations to be held with the participation of interested federal executive authorities negotiations with the Lugansk Party on PREPARATION: draft agreement on friendship, cooperation and mutual assistance and submit, in due course, a proposal for its signing.

4. In connection with the appeal of the Head of the Lugansk People's Republic to the Ministry of Defense of the Russian Federation ensure until the conclusion of the contract referred to in paragraph 3 of this Decree, implementation by the Armed Forces Russian Federation on the territory of the Luhansk People's Republic of peacekeeping functions.

5. This Decree comes into force from the date of its signing.
