Nope, it was done prior to Clinton. Lewinsky was a cover up. (blow this UP! get everyone interested in this over here! Make sure they do not see that he was doing this over there!) CNN during the cold war had done this as well. They were really using green screen back then. Putting reporters on the 'battle field' which was really just a room downstairs.
They used freedom of the press for a while as a scapegoat, but freedom of the press isn't free speech it is just guaranteed under free speech.
So they had to change some constitutional stuff.
They made corporations considered as "persons" which gave them access to Freedom of Speech, not allocated to corporations for a reason. You and I are allowed to lie if we choose, I wouldn't suggest but it's your life, have a ball. Media and corporations were not given this freedom as they must be truthful to ensure safety of populace. Our government was formed to protect the citizens, the individual persons. When they classified corporations as persons that protection was extended over them. At the same time they used it as a backwards way to extend their aura of control over the population at large. Bush Jr. was the first example that I personally saw of this. A reporter had asked why news agencies were getting talking points from the pentagon, to which he replied you should probably ask them. So I dug on that and this is where we are now.
So it is incredibly illegal for either the press or corporations to lie to people, however being classified as people they can argue "legally" that they can do as they please.
