It probably has something to do with everyone getting their child tax credit early in monthly payments last year.

Thats basically all of a low income persons tax return.

I was saying since they started that program that there would be a LOT of surprised people come tax time. Not understanding that they already got their return.

So they're probably not claiming that they already received it.
