I understand that for many people voter ID is no issue, because they have a valid ID on them.
There IS though a portion of the population that, with voter ID laws, will be ineligible to vote, despite meeting every other requirement, which means they will have to take necessary steps that will likely involve some sort of fee in order to get the right ID, meaning essentially they are paying to vote
Among this group, the majority of them are non-white.
If voter ID's were freely distributed to these people without any additional cost, then I don't think may people would have an issue. The fact is there doesn't seem to be any intention of doing that, hence the racism argument getting played
