I've been saying "added" fee because it's in addition to anything else they need to qualify.
No matter the gas prices, people are going to get themselves to the poll by any means, either by driving themselves, walking, public transportation, etc. If they have to pay an additional fee on top of all that, such as to obtain a voter ID, this is what I'm against.
