It doesn't matter where the capitol is located. The corruption will follow it because ALL men are wounded by sin. I think there was a South AMerican country (Argentina? Chile?) where they actually tried moving the capitol out to the middle of nowhere in hopes that the politicians would not be influenced by private interests and corrupted. It turned out to be a big mistake because now the politicians were also far away from the people, the media, and were isolated in their little enclave of corruption and accountable to no one.

A limited decentralization may be a better solution. Like have 3 major cities (lets say DC, Reno, and Austin) hosting various departments. DC takes Commerce, State, Transportation, DoJ; Reno takes DoD, HS, NSA; Austin takes NSA, Agriculture, Energy, HHS or something like that.

And have major high-speed bullet trains and new autobahns to connect the major hubs.
