The tricky part seems to be the "nationalist" bit. They don't like "foreigners" so African Americans are regarded as foreign, in the 1930s the Jews in Germany were regarded as foreign and the Russians in Ukraine are regarded as foreign.

Being true Nazis they will happily kill any unapproved people and they have been doing that in Ukraine since the coup in 2014. Also, they have been made an official part of the Ukraine Military so they are state-approved Nazis.

Don't forget that Russia has been invaded by Nazis before and they ended up losing more people than the entire rest of the world put together in WW2. So they do not want a repeat.
