That would only make sense to me if it was faked by humans to then take over the newly disarmed countries. However it makes sense to me that a Galactic society wouldn't allow a race which destroys itself and its surroundings to join up without significant growing up.
We DO need to learn to live and peace harmony with this our planet Earth.
