Edit: did a search on both new New York Times and New York Post. Result: nothing there that shows this story graphic.

Hypothesis: Fox made the graphic from implications of another story. Why? Because they lurk on Q forums, just like the rest and likely know what that tagline would mean, linking a Q drop.
