Well it begs the question of who polices the police? Who oversees governors? The system is set up so that the foxes get to set up security on the chickens, to then be able to use said captive chickens as they see fit.

Good thing the Farmer has a Plan, too...but the chickens have to be in on it, and take responsibility for themselves; recognize their sovereignty and seeing the foxes for what they are.
