Has anyone actually READ the ATF document?

"A billet or blank of an AR-15 variant receiver without critical interior areas having been indexed, machined, or formed that is not sold, distributed, or possessed with instructions, jigs, templates, equipment, or tools such that it may readily be completed is not a receiver"

Straight from the ruling, in other words, so long as it's not sold as part of a kit, nothing changes. Which is basically how most 80% companies work anyway since they rarely sell everything you need together and you need to buy all the parts separately. Likewise, if you actually read the document as far as I can tell there's nothing about every single part requiring serialization. In fact, as far as I can tell, the only new "rule" about serialization is that if you sell a home made gun, the FFL is required to stamp it with a Serial Number. Which they already were anyway, but now there's a new updated format for it.

If I'm wrong or missed something, by all means, correct me, but I've spent the last 6 or 7 hours pouring over most of the ATF ruling document since it was released and from what I can tell after getting through the legalese, basically nothing has changed other than now they made a previous ATF "ruling" official from when the ATF threw a hissy fit about Polymer 80 selling full "Buy, Build, Shoot" kits. Which no one now sells, hence why you have to buy everything in pieces. The receiver blank, the jig, the trigger pack, etc. etc.

So long as it's not a kit, there's no serialization required, and no new rules. At least to my understanding. Here's the actual ATF document for anyone who hasn't looked at it yet and wants by the way.
