God is my "Plan A" in the longterm sense, but there are a lot of struggles in this Earthly realm that humans were perhaps made to overcome using God-given abilities.
However, if Q is not a white hat operation, and if there are no mortal forces of good at the highest levels of play, I believe this is out of our hands.
The idea that "the people must restore power," as OP believes, is a fanciful notion that does not account for the reality of the situation. We will shift into survival mode and let God take the wheel, unless Q is what we hope it is.
