1. It was done to try to prevent the decision. This one is unlikely because this draft is from February. The decision is likely much closer to going public now, so it’s probably too late to change the decision.

2. It’s done to soften the blow. This one is possible. Leak the info, let some people who pay close attention to such things learn of what’s going to happen, then later the real news comes out.

3. Someone who received this draft was pissed off and acted on impulse. Always a possibility.

Overall I would say 2 or 3 is more likely then 1 in this case but we will have to see what the outcome of this move is to know for sure.
