They must be instructed that they are expected to investigate and prosecute the perps and given a respectable time. If they fail, the people should then make claims on their public bonds en masse. The bond companies will then take over and either pay out and/or cancel their bonds. Without a bond, the person will lose their job. Period. Then the evidence and expectations given to the next person in line. Repeat as necessary to get results and new public employees. All public elected employees require a bond.
