If bad bosses get shot, or abusive bullies, then the public won't be outraged. Their sense of justice will dominate. "Shouldn't have abused and pushed the guy to the end of his rope. Maybe then you wouldn't have got shot."

The more senseless a murder, the more emotional and tragic, the more the public will be sickened by it and oppose it—and the more mileage you can squeeze out of it toward confiscating the weapons of the normal, decent, law-abiding public (the ones who pose the greatest threat to authoritarian control).

The younger and more innocent a victim, and the more hours or days they can prolong the victim's agony and torture, and the more hideous violations of what's right they do to the child, the more satanic energy and power they derive from the evil acts.
