First choice is to find a small testing shop and bribe them for a negative test. They're more likely to help you when no other customers are around.

If that doesn't work... If you're in Tijuana go download the Didi taxi app. Uber frequently scams my credit card when in Mexico so I don't recommend it. Catch a Didi ride to the border checkpoint. Cross legally on foot. Then catch an Uber stateside. Do it earlier in the day and stay near small crowds to minimize your chances of getting mugged on foot.

If you're in Eastern Mexico, hop a flight to Tijuana. All are 1 stop, unfortunately. I can recommend Volaris airlines and Puebla international Airport for the stop. Clean, safe, and no vax hassles.
