I just finished up over four years of litigation against a State of California agency.
First of all, there is a CA law that requires you to try every single bureaucratic avenue for resolution before you can legally file a lawsuit against the state. The required bureaucracy takes years in and of itself.
I wound up representing myself as my own lawyer because every lawyer that I talked to told me it would cost a ton of money (quotes ranged from $100k to $800k), and that I was guaranteed to lose because no judge employed by the State of California will rule against their employer.
The Attorney General's office repeatedly lied to the judge and grossly misrepresented what the laws say. The CA State employees committed multiple counts of perjury. The agency improperly redacted documents to hide evidence. The State of CA retaliatory harassed me and my husband while the case was going on.
I submitted hard proof of bona-fide criminal activity by the State of CA. The judge threw out all my evidence because I forgot a table of contents. He would not allow me to submit a table of contents. He then ruled against me because I had no evidence to support my allegations.
The whole system is set up to protect itself. I think there are other tactics that would more effective than a lawsuit. People are getting creative about fighting back. There is talk of people filing claims with the Office of Administrative law over policies that are questionable in their legality: https://oal.ca.gov
I view the corrupt system as a fortress with a giant wall. Every one of us who is fighting the system is hitting the wall with a sledge hammer. Every time we try a tactic, even if we lose, it is a hit that weakens the wall. It is only a matter of time before the wall is so weak that it collapses. The more of us who hit at the wall, the faster it will collapse. So, please, I beg of you to try SOMETHING. While a lawsuit isn't viable, you can find something to try! And don't be afraid to try and fail. It is still a hit against the fortress wall with your sledgehammer!
