Pelosi rejected the DC NG orders because that was HER plan at first and since the real plan horribly failed before it started, she didn't want to be associated with it (basically she got called on it and flinched). Pence being involved kinda ended up being a bishop sacrifice, but he had to be in order for the knowledge that Trump knew to not be associated with him at that time. Then for damage control, she gets them to come anyway hoping that will still scare people even after the event, to make it look more like we were still going to lock down the government.
