The stalk of the plant (sativa, ruderales, AND indica) is what is used for industry. That's the fiberous woody material, traditionally referred to as hemp. It's strong like oak but light like balsa wood. Sativa plants grow taller so there's more hemp to be harvested, but they also take longer to grow than indica.

In legal terms though hemp means any plant with less than .05% delta 9 THC. And that includes all parts of the plant.
