Senior Executive Service = SES. It is the epitome of the Deep State. If I remember correctly the SES was created as a result of the Continuity of Government (COG) Act during the Jimmy Carter years and then advanced more so during the Reagan presidency. The idea was for a senior executive staff to run the government behind the scene if the State Department and the government was unable to do so.

The problem was the safeguards that COG provided. One of these safeguards was that the SES personal once selected were premanant and not removable. Not even the POTUS could fire these people if they failed to follow Administration policy. Disobeying a presidential order was possible and even likely if their personal politics warranted it. Trump found this out during his Administration. This is why there was so much difficulty within the State Department.
