So these truck drivers will just sit on their thumbs, receiving the same pay and able to continue their vocation indefinitely, even if there's nothing to deliver?

I'm not assuming I know. But common sense dictates to me that if there's a shortage of supply (even temporary) that will result in a reduction in truckers who make deliveries. These truckers will move on and then at some future time when supply is fixed, the truckers won't automatically be there because they will have moved on.
