• Could Rachel Chandler NOT be in custody and NOT dead by the Cabal? Impossible, I would say.

• If these are in fact comms, I think it is far more likely that Chandler is in custody, in protection, and the comms signal that the Chandler chapter is about to start, rather than she is about to be 'arrested'.
