It's the mid-level like Biden/Musk/Gates etc that are being replaced by doubles controlled by white hats, no real reason to do this with the upper tier as no one/very few ever see them.

It's the public front figures that needs faking, the lower levels get their orders from them so it's the people that give orders to many that is the most efficient to double and control, doubling the top tier who only directly give orders to their executives would be a waste as they are deliberately insulated through their executives and taking out this middle-management makes it very hard for them to disseminate orders down to the ground level and this may have actually aided in taking them down.
