Yes, when I came Phoenix was America's biggest small town and I lived on the edge of civilization. Neighbors had horses, they were allowed on lots of 10000 sq ft, something grandfathered in after annexation. Now I live pretty much in the geographic center of civilization, guarding an illegal rooster.
