Listening to Dan on the radio out for a drive today he mentioned Joe was wanting to run in 2016 and HRC of course wanting him not to and originally had the whole Russian thing pinned on him. But then he withdrew/lost nomination, whatever. So instead of letting all that work go to waste, they pinned it on Trump instead.
