Christians are obey government except where government conflicts with God's law, then Christians are to obey God. When the New Testament was written, the Christians were under the Roman Government and both Paul and Peter wrote that Christians were to obey the Government, except when that law was against God's law.

For example, when the government tells Christians NOT to meet together to worship and fellowship, that law violates Heb 10:24-25 says,

" 24 And let us consider one another to provoke unto love and to good works:

25 Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching."

In Acts 5:29-32 Peter says this, "29 But Peter and the other apostles answered and said: “We ought to obey God rather than men. 30 The God of our fathers raised up Jesus whom you murdered by hanging on a tree. 31 Him God has exalted to His right hand to be Prince and Savior, to give repentance to Israel and forgiveness of sins. 32 And we are His witnesses to these things, and so also is the Holy Spirit whom God has given to those who obey Him.”
