Let’s say that threats of a nuclear attack from “a radical right-wing domestic terrorist cell” are picked up by some security agency, and then they arrest "members" (FBI agents, crisis actors, MK Ultra assets, or whatever) of the cell to try to thwart their plan. However, they somehow can’t locate the bomb, so the threat of nuclear attack is always imminent. A bomb wouldn’t even need to go off, just the threat of one would be enough to make people fearful, and therefore, controllable.
