A grand-master chess player can predict many moves ahead, and it's not because he can travel through time, it's because he knows the rules of the game intimately.
in the same way beings with vast minds (greater than we can possibly imagine), who know exactly how the system works, know the proclivities of certain genetic traits, know how certain people behave and respond, with all these things said beings could pretty much dictate exactly what's going to happen for hundreds of years in the future, and be 99.9% right
Time was created by God, and it goes forward, period, not a one being in this universe can change that.
I agree that the world is not what it seems though, but what that has to do with time travel I can't say... if there was such technology, the enemy would have it, and we would already be living in their dystopia without even noticing it.
