I don't think it CAN be negated by a stroke of a pen and I think pResident Burden knows that too. Even Pelosi said that Biden has no authority to forgive student loan debt. Congress, on the other hand, CAN write a law forgiving student loan debt. My theory is that this will get struck down very quickly by a federal court and then the democrats will use this as a campaign issue to try to retain a majority in Congress - "Vote for us and we'll cancel your student loan debt".
