Sephardic jews are not Khazarian, they are of North African origin. The non-Talmudic jews also get left out, the Karaite jews, also not Khazar, not persecuted during WWII. Tat jews and Mountain jews of central Asia are also not Khazarian although not sure how many have survived to this day, they're a very small group. Israel had its nose put out of joint when none of the Iranian jews showed any interest in moving to Israel.
