Why do secular historians refer to the people who wrote these myths as Sumerians or Mesopotamians and not as Babylonians?

The rest of the angels who fornicated were also bound and imprisoned for 70 generations.

It's worth noting the generations from Noah to Messiah are 69 generations if you add them up, according to Luke 3:23-38 -

According to the Epic of Gilgamesh, the god Enlil hears the sounds of the people in the city of Shurrupak and complains that it’s impossible to sleep because of all the noise, and this was the reason for the Great Flood.

It was the god Ea who appears in Utnapishtim’s dream and warns him to take apart his house and build a boat of specific dimensions. Utnapishtim, of course, was the Babylonian equivalent of Noah.

Which is more logical? Was God moved to action because the destruction of the Earth by flood due to the sins of the fallen angels or because it was his response to violations of his unspoken noise ordinance?

Gilgal Refaim (also spelled Gilgal Rephaim) is a real location and it's where Azazel is imprisoned according to the Book of Enoch.
