I think school boards and in general any body that is open for participation to the wider public will have massively poor awareness of their activities, budget plans, day to day costs, and all other operational properties unless there is a massive effort to put this info out there. And how many groups are much happier to run with minimal accountability and disclosures? So poor participation, poor alignment with the views of the stakeholders is probably normal.
Being that way, its a sword that swings both ways in that anybody who attends and speaks out can exert undue influence. Great when its patriots attending, not so great when its pedos or antifa or 'burn the system' crazies turning up to push their insanity.
I should think that in the era of escalating costs that rather than buying lands to construct new and expensive sporting activities, it would be more prudent to try and focus on the core of what the school should be providing, leaving $ aside to fund future maintenance, trying to fund better quality teachers, and stuff like that. But having that sort of cash to fling around suggests they are at least doing something right.
